With over 30 years of distinguished service in the gaming and regulatory industry, I bring unparalleled expertise, integrity, and leadership to the field of compliance, licensing and enforcement.  My professional journey has been defined by innovation, discipline, and results — particularly in the design, implementation, and supervision of Jamaica’s modern gaming regulatory framework.

As one of the original members of the Betting, Gaming & Lotteries Commission’s (BGLC) Enforcement Division, I played a pioneering role in shaping the Division’s operational standards and procedures. Drawing on my extensive knowledge of gambling laws and industry operations, I authored the Division’s core operational policies, including those governing seizures, arrests, court appearances, surveillance, and due diligence — policies that have stood the test of time and remain in effect more than 26 years later. My track record of enforcement excellence includes personally investigating and successfully prosecuting what remains the largest bookmaker fraud case in Jamaica’s history, as well as leading over 200 successful prosecutions of illegal operators and violators of the Betting, Gaming & Lotteries Act. I have also provided training for members of the Jamaica Constabulary Force (including senior officers) on identifying and prosecuting breaches of the Act, and have worked closely with Clerks of Courts island wide to ensure the integrity and efficiency of gaming-related prosecutions.
